Auckland Regional Council structure planning process

The flowchart shows the structure planning process followed by Auckland Regional Council.

The first step is to define the plan structure area by considering:

  • Quantum and form/intensity of growth - indicated by RGA and sector planning
  • Context relative to catchment boundaries
  • Natural resource values and infrastructure capabilities

The next step is to identify the stakeholders by considering

  • People who live or work in the area
  • People whose property interests are affected
  • Community interests
  • Iwi
  • Infrastructure provisers/operators
  • Service providers

The next step is to assemble natural resource and heritage information by considering

  • Natural resource context
    • Catchment boundaries and characteristics
    • Resolving waters' quality/sensitivity
    • Landform's slope, vegetation, erodability
  • Heritage information
    • Places/features valued by Māori
    • Places/features from early pakeha days
    • Landscape values

Then the task is to assemble physical resource information by considering:

  • Access
    • Road network links' capacities
    • Public transport services
  • Infrastructure capacity thresholds
    • Sanitary sewerage
    • Stormwater
    • Water supply
    • Energy communications

From there a map must be drawn of the process. Consultation to agree on ground rules is performed (background information is provided to stakeholders that includes a process map and proposed ground rules). Input to the consultation is received regarding:

  • Development objectives
  • Constraints' opportunities
  • Resource values
  • Stakeholders' ideas/preferences

From the feedback, development options are generated and evaluted. This is presented back to stakeholders and:

  • Matters agreed on
  • Development options
  • Evaluate options.

If required, further consultation is conducted to:

  • Obtain further comment
  • Fine-tune preferred option
  • Decide programme and funding

The structure plan is then implemented. The territorial authority changes or varies the district plan
Territorial authorities and infrastructure/service providers provision:

  • LTFSs
  • Annual plans
  • Asset management plans

Finally, Regional Growth Forum and Territorial Authorities monitor implementation, restarting the process as required.
