This report provides guidance on the environmental issues and impacts of coastal development and how it is managed under the RMA. It also provides key elements of 'good practice ' planning and design for coastal development.

Independent Assessment of the New Zealand Coastal Policy Statement (Jo Rosier), 2004.

This report presents the findings of the independent review of the NZCPS commissioned by the Minister of Conservation in 2003. The report summarises the emerging issues in coastal management and assesses the adequacy of NZCPS policies in addressing these. It examines how NZCPS policies have been implemented through plans and resource consents, and also makes recommendations regarding changes to policies of the NZCPS.

Beyond the Tide: Integrating the Management of New Zealand 's Coasts (Environment Defence Society - Raewyn Peart), 2007.

This report investigates how the coast is currently managed and why. It explores the challenges of integrating coastal management efforts and identifies practical ways in which management can be strengthened in the future.

Natural character of the coastal environment

Natural Character: Concept Development in New Zealand Law and Planning (Environment Waikato - R Maplesden and Boffa Miskell), 2000.

This report offers a comprehensive analysis of 'natural character ', discussing the evolution of the phrase, the definition of the phrase (drawing on practitioners ' views and legal opinions), the assessment of natural character and appropriate subdivision, use and development.

Coastal landscapes

The Community Guide to Landscape Protection Under the Resource Management Act 1991 (Environmental Defence Society), 2005.

This report defines 'landscape ' and also explores the activities and uses that can impact on landscape values. While the guide does not focus on coastal landscapes, the generic principles it contains apply to the coastal environment. It also includes useful recommendations and advice on undertaking assessments of landscapes, as well as methods for landscape protection.

This guide provides introductory and in-depth information on landscape planning under the RMA, providing guidance on addressing landscape management issues in policies and plans.

Public access

The Law on Public Access along Water Margins (BE Hayes), 2003.

This report discusses the 'Queen 's Chain ' and historic legislation relating to public access along water margins.

Walking Access in the New Zealand Outdoors (Land Access Ministerial Reference Group), 2003.

The report discusses the legislation relevant to public access and arrangements for access in New Zealand and other counties. It provides a discussion on property rights, access issues (eg, environmental impacts), access onto private land, and objectives for enhancing access.

Relationship of tangata whenua with the coastal environment

Defining Aquaculture Management Areas from an Ngai Tahu Perspective 2002 (Prepared for Environment Canterbury by Te Runanga o Ngai Tahu). This report provides a good description of tangata whenua values associated with the coastal environment.

Coastal historic heritage

Heritage Management Guidelines for Resource Management Practitioners (New Zealand Historic Places Trust), 2004.

This document provides a good general summary of historic heritage and why it should be protected. It includes a section on the legislative and management framework for historic heritage and discusses identification/management of historic heritage in regional coastal plans/ regional plans and district plans. It also outlines matters to consider for plan provisions.

Coastal hazards

Coastal Hazards and Climate Change - A Guidance Manual for Local Government in New Zealand (MfE), 2008 (2nd Edition).

This guidance manual provides information for local authorities in the management of coastal hazards. It provides information on the effects of climate change on coastal hazards, presents a decision-making framework to assess the associated risks, and provides guidance on appropriate response options.
